Election System Cites Inflation in Push for $2.79M Budget as Low Voter Turnout Persists and Constitution Vote Could Cost $300K

The Election System of the Virgin Islands is seeking $2,792,200 for fiscal year 2027, $292,200 more than the $2.5 million approved by the Office of Management and Budget, with election officials citing rising costs, cybersecurity, technology services and federal requirements as lawmakers questioned whether additional spending is producing sufficient gains in voter participation. Supervisor of Elections Caroline Fawkes told the Committee on Budget, Appropriations and Finance that the increase “is not discretionary.” Rather, she said, it is “driven by essential needs”, including higher healthcare costs, required technology services, professional services, cybersecurity, post-election compliance and “federally mandated activities.” Fawkes said the additional funding is necessary to maintain operational continuity, protect election integrity, retain a qualified workforce, strengthen voter engagement and participation, and provide equitable service throughout the territory.
