The U.S. Virgin Islands is missing a standardized street address grid and related street name signage. These gaps in critical infrastructure have historically created delays for emergency responders, made navigation difficult, and complicated utility and delivery services across the territory.
During the SAI Pilot Phase, the Office of the Lieutenant Governor introduced Community Naming Protocols, giving residents and property owners a streamlined process to name roads in their neighborhoods. This groundwork now powers the territory-wide rollout.
The Street Addressing Initiative is a comprehensive program led by the Office of the Lieutenant Governor’s GIS Division, in partnership with the University of the Virgin Islands – Eastern Caribbean Center, to deliver territory-wide addressing, signage, and data maintenance that enhance emergency response, navigation, and economic activity.
The success of the Street Addressing Initiative (SAI) is heavily dependent on active participation by the entire community. The SAI affords us the opportunity to include Cultural, Scenic, Environmental, Historical, and Locale aspects of Virgin Islands life into our road infrastructure.

The SAI is now in full Territory-wide Execution Phase, funded entirely by the U.S. Department of Housing and Urban Development’s Community Development Block Grant administered through the V.I. Housing Finance Authority.
