St. Croix Man Charged After Allegedly Using Forged Documents to Register Vehicles

ST. CROIX — A St. Croix man is facing multiple criminal charges following an investigation that determined he allegedly created and used forged government documents to improperly register vehicles, according to the V.I. Police Department. Detectives with the VIPD Economic Crimes Unit initiated an investigation on March 25, 2025 into Jimmar A. Payne, after determining that he knowingly created several forged or fraudulent Road Tax documents. Police said the documents contained a forged or falsified signature belonging to a retired employee of the Bureau of Internal Revenue. According to investigators, the fraudulent Road Tax documents were presented at the Bureau of Motor Vehicles and were used to register at least nine vehicles, resulting in a financial loss to the Bureau of Internal Revenue.
