Motorists traveling near Crown Bay on Wednesday should expect temporary traffic restrictions as the St. Thomas Carnival Cultural Food Fair gets underway from 9:00 a.m. to 4:00 p.m. at Crown Bay Subbase. According to the Virgin Islands Police Department, the traffic plan will affect access and circulation around Addie Ottley Drive, Crown Bay, Public Works, and nearby roadways for the duration of the event.
The Cultural Food Fair is scheduled for Wednesday, April 29, 2026, at Crown Bay Subbase.
Under the traffic plan, Addie Ottley Drive will operate as a one-way route between the Department of Public Works and the Crown Bay intersection.
VIPD also said there will be no entrance into the Crown Bay facility.
Taxis will be the only vehicles permitted to travel on the roadway in front of the Crown Bay facility facing the Training Academy, and they may approach from both sides.
Police said one-way traffic will also move westward on the roadway in front of Public Works in the area of School Lunch, then exit on Sara Hill toward Ambassador Terrance Todman Drive, also known as Airport Road.
According to VIPD, the restrictions will remain in effect until the event is completed.
