V.I. Parole Board Schedules June Hearings for Inmates Convicted of Murder, Assault, and Firearm Offenses

The Virgin Islands Parole Board will consider parole for over two dozen inmates across four states and the territory from June 2–10. Public testimony must be submitted in writing or by request to testify no later than May 31, the board announced.

Individuals wishing to submit testimony either in support of or opposition to an inmate’s parole must do so in writing or submit a request to testify by May 31, according to an announcement from the V.I. Parole Board.

The hearings will commence on June 2 and June 3 at the Tallahatchie County Correctional Facility in Mississippi, where the following inmates are scheduled for parole consideration:

  • Edictor Esquillin – First Degree Assault / Contempt of Court

  • Vaughn Lee McHargue – Grand Larceny / Aiding and Abetting

  • Deon Clendinen – Third Degree Assault

  • Carl Fleming – Third Degree Assault

  • Ottley Smith – Third Degree Assault

  • Skak-I Ward – Third Degree Assault

  • Jackoy Mulraine – Third Degree Assault

  • Manuel Davis – First- and Third-Degree Assault

  • Jahani Joseph – Attempted First Degree Assault

  • Raskoemo Archilbald – Voluntary Manslaughter

  • Zamouy Rodriguez – Third Degree Assault / Discharging or Aiming a Firearm

  • Amari Krigger – Voluntary Manslaughter

  • Shakieme Freeman – Unauthorized Possession of a Firearm

  • Kishawn Smith – Second Degree Murder / Carrying a Firearm During the Commission of a Crime

  • Jalani Williams – First Degree Murder / First Degree Assault / Attempted Third Degree Assault / Reckless Endangerment

On Thursday, June 5, the board will hold a parole hearing in Virginia for:

  • Maurice Richardson – First Degree Murder / Voluntary Manslaughter

On June 7, hearings will continue at the Citrus County Detention Facility in Florida for the following inmates:

  • Tydell John – First Degree Aggravated Rape / First Degree Unlawful Sexual Contact / Child Abuse

  • Warren Ballantine – First Degree Murder / First Degree Assault / First Degree Robbery

  • Beaumont Gereau – First Degree Murder / First Degree Assault / First Degree Robbery

  • Meral Smith – First Degree Murder / First Degree Assault / First Degree Robbery

The board will then return to the territory, conducting hearings at the John A. Bell Correctional Facility on St. Croixfor:

  • Eugene Roberts – Attempted First Degree Murder / First Degree Assault / Unauthorized Possession of a Firearm During the Commission of a Crime / Possession of Ammunition

  • Lee Victoria – Unauthorized Possession of a Firearm

  • Mateo Ramon III – First Degree Assault / Parole Violation

  • Chris Carty – Second Degree Murder / Attempted First Degree Murder / First Degree Assault / Using a Dangerous Weapon During the Commission of a Crime

  • Miguel Encarnacion – Third Degree Assault / Reckless Endangerment

  • Jimmar Hodge – Unauthorized Possession of Ammunition

The hearings will conclude on June 10, when the board will review applications from:

  • Rashad Creque – Discharging a Firearm / Probation Revocation

  • Gregory Louis – Probation Revocation

The board noted that an inmate’s appearance on the schedule does not guarantee a parole hearing will be held. The public is also reminded that inmates are not eligible for parole unless recommended by the Director of the Bureau of Corrections.
