St. Croix residentsd throughout Wednesday gathered near the Virgin Islands Water and Power Authority's Sunny Isle Annex office in protest of the semiautonomous entity's impending base rate hike, which is set to increase the power bills of most customers after they were promised a 30 percent reduction upon the completion of the company's propane conversion project.
