All this week the territory will recognize Week of the Young Child; Governor Kenneth Mapp even issued a proclamation on Monday. As apart of the recognition, Karibbean Kuts Barbers, whose Monday giveback efforts The Consortium has been following, visited the Richmond Head Start where they gave free haircuts to about 12 children.
