The 36th Legislature’s Committee on Ethical Conduct (CEC) announced Monday that its ongoing investigation into Senator At-Large Angel L. Bolques Jr. could ultimately be brought before the full legislative body, depending on the outcome of a forthcoming formal committee hearing.
The Committee stated on Monday that it has completed a thorough review of the matter and, based on a preponderance of the evidence, determined that a formal hearing is warranted. The announcement follows the issuance of an Advisory Opinion to the Senate President on May 30, and a Statement of Alleged Violations delivered to Bolques on June 17.
In accordance with the Rules of the Legislature, the senator has 20 days to respond to the statement, with a deadline set for on or about July 7. Once the response is received—and assuming no unforeseen delays—the Committee intends to set a firm date for the formal hearing, according to a release from Senator Kenneth Gittens, who chairs the committee.
Should the hearing substantiate the allegations, the CEC noted that the matter may be forwarded to the full Legislature for final determination.
The committee initially stated its intention to hold the hearing within two to three weeks of its May 30 announcement. However, that timeline was revised to accommodate required due diligence and procedural compliance.
In its latest public statement, the Committee reiterated its broader mandate and purpose. “The Committee on Ethical Conduct reaffirms its unwavering commitment to upholding the highest ethical standards, promoting accountability, and ensuring a workplace environment that is free from harassment, coercion, or abuse of authority.”
The inquiry centers on serious allegations stemming from a formal complaint submitted to the Senate President on March 26, 2025. The complaint accuses Bolques of workplace harassment, financial mismanagement, unethical behavior, and fostering a hostile work environment.
