ST. CROIX — A V.I. Housing Finance Authority official who was recently arrested and charged for first-degree unlawful sexual contact appeared before a judge in the V.I Superior court on Monday.
John Green, director of V.I.H.F.A.'s Planning and Construction Division, (screenshot here) was arrested on September 23 following a report by the alleged victim almost two years ago.
V.I.P.D. Director of Communications Glen Dratte stated via release last week that on November 19, 2020, the alleged victim walked into the Richard N. Callwood Command in St. Thomas and reported that she was sexually assaulted by Green, age 58, at the King's Alley Hotel on St. Croix.
According to the probable cause fact sheet, the woman told police that she was on St. Croix for work and that she and Green interacted due to their employment. On November 19, 2020, Green took her to her hotel (King’s Alley) and while there, she said he kept asking her what room she was staying in. She said she did not answer him since he was walking her to her door. The woman further stated that she thought Green would leave once he walked her to her room, however he entered the room with her and began looking around. She stated that she was clearing the couch so he could sit since he began talking, however he walked up to her, got into her personal space, and she began backing away to avoid him. He then began kissing her face and neck, the woman told police according to the probable cause fact sheet. She told him to stop but he continued, grabbed her breasts and began caressing her buttocks.
The woman said that at some point she ended up pinned between Green and her bed and was unable to get away from him. She said that Green told her he wanted a kiss and was very persistent. She further stated that she was afraid and unsure what he would do to her, so she allowed him to kiss her cheek so he could leave. She then stated that Green then told her, "That’s all I wanted," and left.
The woman said she immediately locked the door behind him and stayed awake all night for fear that he would return to her room.
The alleged victim further stated that she caught the next available flight back to her home on St. Thomas and eventually told her supervisor what had happened. She also filed a complaint with her Human Resource Office against Green and filed a police report with the V.I. Police Department on St. Thomas.
According to documents before the court, police made contact with Green on June 27, 2022, regarding the report which was filed. With his attorney present, Green acknowledged being familiar with the victim but denied sexually assaulting the woman. He said he did walk her to her room and that she opened the door and invited him in. He immediately noticed women's lingerie on the bed. He said he asked the victim to use the restroom and while there, he noticed several other lingerie items there. He said he exited the bathroom and told the alleged victim he had to leave.
The case was transferred to members of the Criminal Investigation Bureau on St. Croix and after an investigation was conducted, an arrest warrant was sought and approved by V.I. Superior Court Magistrate Earnest Morris Jr. on Sept. 7, which clearedV.I.P.D. officers to arrest Green.
In court on Monday, a judge ruled that the 10 percent provision of the $35,000 bail requirement that Green had posted over the weekend to secure his release, be returned to him, and that he be allowed to post an unsecured bond for the full amount of the bail.
While the case is pending, Green is barred from leaving St. Croix without written authorization from the court. He has been ordered to surrender his passport, remain gainfully employed and report to the Office of Probation every Tuesday. Green has also been ordered to have no contact, directly or indirectly with the alleged victim or any witnesses in this matter.
