ST. CROIX — A man already facing trial for kidnapping and torturing one woman is now accused of beating up his children’s mother and forcing her into the cistern in his house, with new details of the previously reported matter emerging in court documents.
Last Monday, a woman walked into the Wilbur H. Francis Command police station to make a report against the father of her children, Marc Anthony Hosein.
She told police that a long-term relationship with Hosein had ended about two years ago. However, she visited his home recently because he asked to see her. She left her home between 11:00 p.m. and midnight that day, but when she arrived at Hosein’s residence, he was upset because she arrived outside of the expected timeframe.
Crying, the woman recounted how the father of her children began to assault her, hitting her in the face and about the head. This was not unusual, she told police, saying that physical and verbal assaults were a common result of Hosein not getting his way. At one point, he reportedly grabbed the woman’s hair and dragged her inside the house and into his bedroom. During the altercation, Hosein managed to get a hold of the woman’s phone and car keys, she said.
Once they were in his room, the woman said Hosein uncovered the cistern and ordered her inside, threatening to kill her if she refused. In fear for her life, the woman said she complied. She told officers that based on her past experiences, she believed Hosein was fully capable of following through on his threats.
While in the cistern, the woman said she prayed through the pain and the trauma, until Hosein eventually let her out. He gave her back her belongings, and warned her not to report the incident to police. She told officers that he had threatened to kill her if she reported previous beatings, or to have his friends shoot up her home if he was incarcerated. Once she left the premises, she said her children’s father began calling her on the phone to apologize while simultaneously encouraging her to maintain her silence. He expressed concern about going back to jail.
On Friday, July 14, the woman says she went to Hosein’s house again upon his request, this time with their infant child. While there, he asked to use her food stamp card. When she declined, citing the need to buy milk for the baby, she says the child’s father hit her in the head with a stick, and threatened to put both her and the baby into the cistern if she did not hand over the card. Faced with the horror of being imprisoned in the cistern once again, the woman told police that she quickly gave him the card.
The woman told police that the constant abuse had taken such a toll on her that a family member inquired about her well-being. When she explained what had been happening between her and Hosein, that family member encouraged her to go to the police.
After hearing the woman’s story and observing her distress, police made contact with Hosein. He denied putting her in the cistern, and said that he “only” kicked her to the ground. Once again, he expressed concern about being reincarcerated. Nevertheless, he was arrested and charged with false imprisonment, simple assault and battery, and third-degree assault — all as crimes of domestic violence. He was also charged with second-degree robbery.
Hosein’s concerns about going back to prison were valid, as he is currently on pre-trial release for another domestic violence incident in which he allegedly tortured and kidnapped a different woman. In that case, from November 2022, Hosein was released on bail into the custody of his father, and placed on house arrest. Sometime in February 2023, his father had him picked up by court marshals because Hosein was reportedly being disrespectful, but relented a few weeks and asked for his son’s return from jail.
Over the objections of prosecutors, Judge Jomo Meade allowed Hosein to return to the third-party custody of his father on March 23. Based on public court records, it appears that the alleged events of a few weeks ago occurred while Hosein is on house arrest awaiting trial for the 2022 matter.
When he appeared in court for this most recent matter, probable cause was found to uphold all the new charges against him. Bail was set at $75,000 by Magistrate Judge Yolan Brow Ross. As of press time, it is not clear whether Hosein was able to meet pre-trial release conditions. His next hearing in this matter is scheduled for August 02.
