ST. CROIX — The V.I. Police Department on Saturday executed several search warrants in Estate Whim following recent reports of multiple shooting incidents where a number of homes were damaged by bullets.
According to the police department, one such incident included an occupied home which sustained damage from a high-powered rifle. The V.I.P.D. said this reckless endangerment incident was perpetrated "by and under the direction of Rusiel Encarnacion."
Officers with the V.I.P.D.'s Criminal Investigation and Special Special Operations Bureaus searched the home and vehicle of Alba Osorio Lopez, identified by police as Encarnacion's girlfriend. In the vehicle they found a 40-caliber "ghost gun", and Lopez, age 38 was arrested and charged with carrying a firearm openly or concealed, and possession of ammunition.
Unable to post bail of $50,000, Lopez was remanded to the John Bell Correctional Facility, also known as the Golden Grove Correctional Facility, pending her advisement hearing which has been scheduled for Monday.
Meanwhile, Encarnacion — who is wanted for first-degree attempted murder, carrying a firearm openly or concealed, unauthorized possession of ammunition, discharging or aiming a firearm, and reckless endangerment — remains at large, according to the police department.
The V.I.P.D. described Encarnacion as a 39-year-old Hispanic male weighing roughly 220 pounds. He is said to be 5 feet, 5 inches tall and is heavily tattooed about his body and face.
