The Office of the Lieutenant Governor has announced the revocation of three notarial instruments following separate incidents of loss and theft, with Lieutenant Governor Tregenza Roach urging the public to remain vigilant and report any attempts to use the compromised seals.
According to the advisory, the instruments are tied to specific Notary Public (NP) numbers, which are printed on notarial ink stamps and may also appear on embossed seals. Any document notarized with these instruments after the dates they were reported missing or stolen is considered invalid.
The affected instruments are as follows:

NP 543-22 – Reported lost on December 9, 2024

NP 594-23 – Reported stolen on January 13, 2025

NP 731-24 – Reported stolen on June 29, 2025
The public is advised to exercise caution when reviewing notarized documents and to carefully check for the presence of these revoked NP numbers.
“If you are aware of someone using these lost or stolen instruments or if a notary attempts to notarize a document with the above-referenced NP numbers, please report this violation to the Notaries Public Division in the Office of the Lieutenant Governor at (340) 774-2991, Ext. 4120 as soon as possible,” stated Lieutenant Governor Roach.
He further reminded all commissioned Notaries Public in the U.S. Virgin Islands to store their notarial instruments securely when not in use, in order to prevent misuse or unauthorized access.
The revocations are a precautionary measure intended to protect the public and maintain the integrity of notarized documents within the territory. Any document issued using the above-listed instruments after their respective dates is deemed invalid and should not be accepted as legally notarized.
