Parole Board Denies Majority of 40 Applications Reviewed During December 2025 Hearings

Results from December 3–12 parole hearings show most applications were denied, with a limited number approved across St. Croix, St. Thomas, and out-of-territory facilities, subject to further review and release conditions.

The V.I. Parole Board has released the outcomes of 40 parole applications reviewed during hearings held December 3–12, 2025, issuing a mix of approvals, denials, and one withdrawal across multiple facilities, including St. Croix, St. Thomas, an out-of-territory correctional facility, and Virginia state prisons.

In a public notice issued Wednesday, the Board reported its determinations by facility location and inmate case information. The V.I. Bureau of Corrections stressed that parole eligibility and parole approval are not the same, and that additional requirements must be met before any release can occur.

The Board noted that parole eligibility depends on the terms of an inmate’s sentence and statutory requirements, and that appearing on a list of those eligible to apply does not guarantee parole will be granted or that a parole hearing will occur as scheduled. The Board also stated that even if eligible to apply, no inmate may be granted parole unless recommended by the director of the Bureau of Corrections. In addition, the Board noted that release timing after parole approval depends on compliance with multiple conditions, including approval by the State Council of Interstate Compact for the Supervision of Adult Offenders when necessary, and that meeting these conditions may delay release. The notice states the agenda is subject to change.
