Upon arrival to the scene, a V.I.P.D. animal cruelty investigator observed a small to medium-size, tan-colored dog hanging from the outside of the 8-foot fence that surrounds the community complex.

According to Mr. Dratte, the dog, which had been dead for days and was already decomposing, was reported by a concerned citizen. Police believe that the dog was intentionally hanged for at least one week from the time it was found, Mr. Dratte said.
