Joseph Boschulte, president and chief executive officer of The West Indian Company Ltd., has been elected to the Caribbean Tourism Organization’s Allied Board of Directors for the 2026–2028 term. The election took place Oct. 6 during CTO’s State of the Tourism Industry Conference in Georgetown, Guyana, WICO announced Tuesday.

Boschulte joins a five-member board that represents allied members on CTO’s Board of Directors and Executive Committee. Its responsibilities include recommending regional tourism initiatives, expanding nongovernment membership and connecting public- and private-sector tourism stakeholders. The board also coordinates activities connecting allied members with government members at major CTO events.

His election follows WICO’s recent decision to join CTO as an allied member, an initiative the company said he led to increase its participation in regional tourism discussions. WICO operates the Havensight cruise port in St. Thomas and oversees related commercial properties, with Boschulte responsible for the port’s continued development and strategic positioning.

“I am honored to have been elected to the Caribbean Tourism Organization’s Allied Board of Directors and to represent WICO and the U.S. Virgin Islands in this capacity,” said Boschulte. “One of my priorities upon joining WICO was to ensure that our organization had a stronger voice in the regional tourism community. Becoming an allied member of CTO was an important step toward that goal, and this appointment presents an opportunity to further strengthen partnerships, share industry knowledge and advocate for initiatives that support sustainable tourism and cruise industry growth throughout the Caribbean.”

William “Billy” Griffith, managing director of WCG Consulting Ltd., was reelected chairman, while Danny Cohanpour, founder and CEO of Trove Tourism Development Advisors, returns as a board member. The other newly elected members are Amrita Bhalla, managing director of A.B Consulting, and Christos Shepherd, founder and CEO of The Visitor Card LLC.

Boschulte previously served as U.S. Virgin Islands tourism commissioner and brings experience in destination marketing, tourism development and cruise port operations. The Consortium reported in September 2025 that WICO’s board had appointed him president and CEO, returning him to a position he held from 2012 to 2017.
