
The V.I. Housing Finance Authority announced on Tuesday the official launched its HOME-American Rescue Plan (HOME-ARP) Program, a federally funded initiative aimed at supporting individuals and families experiencing homelessness, facing housing instability, or classified as at-risk of homelessness.

VIHFA Executive Director Eugene Jones, Jr. announced the rollout of the program, which is designed to provide a range of housing-related services and assistance to the territory’s most vulnerable populations. Funded through the American Rescue Plan Act of 2021, the HOME-ARP Program draws from a national allocation of $5 billion, with $3.3 million allocated to the Virgin Islands under VIHFA’s administration.
The HOME-ARP Program offers multiple forms of assistance, including:

Rental housing support

Non-congregate shelter
-
Tenant-Based Rental Assistance (TBRA)

Supportive services

Non-profit operating and capacity building support
VIHFA said it is currently accepting applications from qualified organizations interested in becoming subrecipients under the program. These organizations will be tasked with delivering eligible supportive services and/or tenant-based rental assistance to individuals and families who meet the federal criteria for assistance under HOME-ARP.
To participate, interested service providers must submit their completed application by Thursday, May 15, 2025, at 5:00 p.m. AST. Applications can be requested by email at homearp@vihfa.gov or downloaded from the VIHFA website at www.vihfa.gov/federal-grants-programs.
