Lieutenant Governor Tregenza A. Roach announced on Friday the appointment of Attorney Nadja Harrigan as the Acting Chief of Staff for the Office of the Lieutenant Governor, a move that follows the retirement of Attorney Monica Williams Carbon, who previously held the post.
In making the announcement, Roach expressed appreciation for Williams Carbon’s years of public service. “We are grateful to Attorney Williams Carbon for her contributions and for her many years of service to the Office of the Lieutenant Governor and, by extension, the people of the Virgin Islands,” he stated.
According to the release, Harrigan is no newcomer to the administration. She began her tenure at the Office of the Lieutenant Governor in August 2023, where she has been serving as legal counsel / general counsel. In her new role, she will continue to maintain those responsibilities while assuming the duties of chief of staff, the OLG said.
The release further states that Harrigan brings a wide breadth of legal and administrative experience to the position. Her career includes serving as assistant attorney general at the V.I. Department of Justice, and as deputy commissioner of support services at the V.I. Police Department. She has also worked in private practice as an associate with A.J. & Associates, and previously held roles as judicial law clerk to the Honorable Judge Ive Arlington Swan and the Honorable Judge Ishmael A. Meyers. Additionally, she served as acting chief of the Criminal Division at the Department of Justice.

Attorney Harrigan is a graduate of the George Washington University School of Law and is a member of the Virgin Islands Bar Association. Her appointment as Acting Chief of Staff took effect immediately.
