Governor Albert Bryan Jr. on Tuesday provided more details on his recently enacted Code of Ethical Conduct for the Government of the Virgin Islands. He says it replaces outdated policies and introducing strict ethical guidelines for all public employees. The measure, Executive Order No. 540-2025, is in response to the recent wave of alleged corruption impacting his cabinet.
"For too long, we've dealt with the perception—and sometimes the reality—of ethical lapses in government," Governor Bryan stated. "This executive order makes it clear: public service is about serving the people, not personal interests. The people of the Virgin Islands deserve transparency, accountability, and integrity in their government. This is a commitment I made, and tonight, it's a commitment delivered."
According to Government House, the new Code of Ethical Conduct applies to all executive branch employees, including classified and unclassified staff, appointed officials, and contractual workers. It sets clear expectations for ethical behavior and strengthens policies designed to protect public trust.
The executive order introduces key provisions that prohibit conflicts of interest, ban gifts or favors that could compromise integrity, and enforce transparency in decision-making. Additionally, it includes strict guidelines on professional and personal conduct, particularly regarding responsible social media use.
The new policy also bolsters whistleblower protections, ensuring that employees can report unethical behavior without fear of retaliation, according to the release. Violations of the new code carry serious consequences, including termination and legal action.
Mr. Bryan stressed that the new ethics policy marks a cultural shift in governance, ensuring that backdoor deals, favoritism, and unethical behavior are no longer tolerated. Officials who breach public trust will now be held accountable under a transparent and enforceable system.
"This isn’t just a new set of rules," Mr. Bryan said. "It’s a cultural shift. From this point forward, public service in the Virgin Islands means honesty, fairness, and putting people first."
To guarantee compliance, all executive branch employees will be required to undergo mandatory ethics training. The Governor’s Office will also initiate a public awareness campaign, ensuring that citizens understand ethical governance and can hold officials accountable.
"This isn’t just about government employees—it’s about every Virgin Islander," the governor added. "We all have a role in making sure our government works for the people. I encourage everyone to stay informed, speak up, and help us build a government that earns and deserves your trust."
Executive Order No. 540-2025 is effective immediately and will remain in force until amended or replaced.
