Governor Albert Bryan has nominated former Bureau of Internal Revenue (B.I.R.) Director Marvin Pickering as chairman and chief executive officer of the Casino Control Commission, Government House announced Friday. Mr. Pickering will face a confirmation hearing before he can assume the role.
In addition to his role as the B.I.R. director during the Mapp administration from 2015-2019, Mr. Pickering was a senior vice-president and chief financial officer for Cruzan Viril Ltd. For 17 years. He replaces former chairwoman and executive director of the CCC, Ann Violet Golden, who was recently sentenced to federal prison after pleading guilty to theft of government funds and failing to file an income tax return.
Mr. Pickering was born on St. Thomas and attended Charlotte Amalie High School before earning a bachelor of arts degree in business administration and an associate of arts degree in business administration from the College of the Virgin Islands, now the University of the Virgin Islands.
He currently sits on the board of Junior Achievement of the Virgin Islands, and he has served on the board of the V.I. Water and Power Authority; the Board of Trustees of the St. Croix Landmarks Society; the board of the Foundation for UVI; and the Boards of Trustees for Good Hope School and St. Dunstan’s Episcopal School.
According to a description on its website, the Casino Control Commission was established to “develop and implement a regulatory framework that permits and promotes the stability and continuity of casino gaming in the territory of the U.S. Virgin Islands."
If approved by the Senate, acting Chairman and Chief Executive Officer Usie Richards would return to a regular board seat.
