Bryan Names Longtime Procurement Expert Lisa Alejandro as Acting DPP Commissioner

Government House announced Tuesday that Governor Albert Bryan has named Assistant Commissioner of Property and Procurement Lisa Alejandro as the acting commissioner after accepting the letter of resignation from Commissioner Anthony Thomas on Tuesday, February 14.

According to the release, Ms. Alejandro has more than 27 years of experience in inventory management and procurement, 17 of which she has spent in government procurement, while serving in various capacities such as contract administrator, manager of procurement and contracts, and chief deputy commissioner of procurement.

Governor Bryan, in a statement to the Consortium Tuesday afternoon, explained his and Mr. Thomas's diverging takes on the department, describing DPP as critical to the territory's recovery and development, while holding fast to the belief that processes must accelerate. "He believes Property and Procurement is a regulatory agency, I believe it’s a service agency to deliver goods and services to customers as well as employees," Mr. Bryan said. "P&P is a key factor in our recovery. We have to procure, contract and pay faster. The agency has to facilitate this happening, not regulate it into a standstill."

According to Gov't House, as assistant commissioner, Ms. Alejandro functioned as the chief procurement officer, responsible for managing and overseeing the territory’s procurement, central stores and warehousing, and vendor maintenance divisions through the Office of Procurement, Contract Management and Reporting.

She also was responsible for the training and development of all procurement professionals and was involved in the strategic management and business initiatives planning at the Department of Property and Procurement.

Ms. Alejandro is a certified contracting officer representative, holds a master's degree in operations management and remains an active member of the National Contract Management Association.
