USVI to Receive $1.06 Million in Federal Ferry Program Funds; Puerto Rico and Guam Also Awarded

The U.S. Virgin Islands will receive $1.06 million from the FHWA’s Ferry Boat Program in FY2025, alongside $1.19 million for Puerto Rico and $1.67 million for Guam, to improve ferry service, expand access, and support critical maritime routes.

The U.S. Virgin Islands will receive $1,062,796 under the Federal Highway Administration’s Ferry Boat Program (FBP) for Fiscal Year 2025, part of $175 million being distributed to 35 states, Puerto Rico, the U.S. Virgin Islands, American Samoa, and Guam.

The funding, announced by U.S. Transportation Secretary Sean P. Duffy on Tuesday, aims to improve ferry service and offer more cost-effective travel options for communities that depend on ferries for commuting, tourism, and commerce.

Puerto Rico will receive $1,191,331, while Guam’s allocation is $1,666,664, according to the FHWA distribution list. American Samoa is also set to receive $2,437,602.

“We make life easier when we make the transportation of people and products smoother,” said Secretary Duffy. “In places like Alaska, our maritime highways are critical arteries for commuters and regional supply chains. From our skies to our roads, rail networks, and waterways, America is building again thanks to President Trump.”

The FBP provides funding for the construction and operation of ferry boats, ferry terminals, and maintenance facilities for both vehicle-and-passenger ferries and passenger-only ferries when a bridge or tunnel is not feasible.

FHWA officials say the program supports essential connections in regions lacking other transport options and can help ease highway congestion. Funds are distributed to ferry operators through State Departments of Transportation for vessel acquisition, terminal upgrades, operational costs, and—if eligible—for the design and construction of new ferry services.
