New Senate Faces on St. Croix as Carrion and Capehart Exit; Joseph and Frederick Secure Seats — Vialet Claims Top Spot

ST. CROIX — The unofficial results for the St. Croix district in the 2024 U.S. Virgin Islands General Election have been released, showing voter turnout with 8,172 ballots cast, equating to a 55.13% turnout rate. With these votes tallied, the top candidates for the Senate, Board of Education, Board of Elections, and Sixth Constitutional Convention have emerged as early victors.

Senate Race Winners

The race for St. Croix's Senate seats saw several Democratic candidates lead the way, with incumbent and new faces among the top seven positions. Each of these candidates secured their place in the 36th Legislature. The race saw two new faces, Clifford Joseph and Hubert L. Frederick. Surprisingly, Senator Samuel Carrion came in 9th, behind fellow incumbent Diane Capehart, who came in 8th. Only 7 candidates can place in the district Senate races.  

  1. Kurt Vialet (DEM) – 4,825 votes
  2. Clifford A. Joseph (DEM) – 3,771 votes
  3. Novelle E. Francis, Jr. (DEM) – 3,410 votes
  4. Kenneth "Kenny" Gittens (DEM) – 3,354 votes
  5. Franklin D. Johnson (IND) – 3,280 votes
  6. Hubert L. Frederick (DEM) – 3,201 votes
  7. Marise C. James (DEM) – 3,071 votes

 

Board of Education Winners

For the Board of Education, two candidates won seats to represent St. Croix, based on early voting results. 

  1. Mary "Peggy" Moorhead (IND) – 2,882 votes
  2. Emmanuella Perez (DEM) – 2,680 votes

 

Board of Elections Winners

The race for St. Croix's Board of Elections included a mix of Republican, Democratic, and Independent candidates. With four seats up for grabs, Republican candidates led the count, with Democrats and Independents rounding out the board.

  1. Liliana Belardo-Oneal (REP) – 2,809 votes
  2. C. Jason JnBaptiste (DEM) – 2,057 votes
  3. Michael A. Joseph (REP) – 1,991 votes
  4. Cleopatra Peter (REP) – 1,717 votes

 

Sixth Constitutional Convention Winners

The results for the Sixth Constitutional Convention in St. Croix confirmed the seven candidates who will participate in the drafting of a new constitution for the U.S. Virgin Islands. These delegates were selected from a field of over a dozen contenders, with Usie Raymond Richards leading the pack.

  1. Usie Raymond Richards – 2,950 votes
  2. Devin F. Carrington – 2,423 votes
  3. Liliana Belardo-Oneal – 2,325 votes
  4. John J. Abramson Jr. – 2,302 votes
  5. Rupert W. Ross Jr. – 2,160 votes
  6. Ronald Russell – 2,067 votes
  7. John M. Canegata – 1,763 votes

These seven delegates will represent St. Croix at the convention, working alongside counterparts from other districts to draft the proposed constitution for the Virgin Islands.

The official certification of these results is expected soon, though the outcomes are not expected to change.
