ST. CROIX- A mother of two is facing aggravated assault and other charges after she sped away from the police officers, one of whom she struck with her vehicle.
Tamysha Ramos-Osorio is charged with aggravated assault and battery, disturbance of the peace by fighting and operating a vehicle in a reckless manner. She is also charged with destruction or property and simple assault and battery, both categorized as crimes of domestic violence.
According to the probable cause fact sheet, police were summoned to a business place at Estate Diamond Suite just before 10:00 a.m. on Wednesday, in reference to a man reporting that his wife was at his office damaging items and causing a disturbance. Upon arrival, the female officer observed another female officer standing behind a vehicle which the second officer tapped on several times, ordering an unknown individual to exit the vehicle. The woman, later identified as Tamysha Ramos- Osoria, then reversed the vehicle and struck the officer on her thighs without injury. The first officer stated that she observed Ramos- Osorio smiling as she reversed the vehicle back and forth. The officer moved from the rear of the vehicle and shouted “Stop!”, tapping on the vehicle again. However, Ramos- Osorio drove off, ignoring commands by both officers to stop and leaving the area at high speed.
The officers followed her to conduct a traffic stop and observed her making a left turn at the Cruzan Rum Factory and then losing control of the vehicle at the Diageo Warehouse. The fact sheet states that she drove the vehicle into the fencing and the vehicle went under the fence onto the warehouse property, coming to a complete stop in the field. The officer then parked her patrol unit in front of the warehouse and asked a security guard at the warehouse whether Ramos- Osorio was still in the vehicle. The security guard responded yes and the officers ran towards the vehicle. On their arrival, the officers witnessed the woman open the door before she closed and locked it.
The two officers gave the woman multiple verbal commands to exit the vehicle, all of which she ignored. She then began reaching inside the glove box and the passenger side of the vehicle as if reaching for something. One of the officers then broke the window with her baton and once more ordered Ramos- Osorio out of the vehicle. The woman continued to refuse and one of the officers pushed her hand through the glass and unlocked and opened the door. She ignored further commands to leave the vehicle, and one of the officers subsequently reached in and grabbed her right hand to try to remove her from the vehicle. According to the officers, Ramos- Osorio pulled away, striking the officer’s hand twice with her fist.
The officer then deployed her taser which struck Ramos- Osorio in her left hand and left hip. She finally got out of the vehicle and was handcuffed before being escorted to the police vehicle.
The officers traveled back to the business place and interviewed Ramos- Osorio’s husband who stated that he had received a call that his wife was destroying items in his office. He stated that he arrived at the office with two church members who gave him a ride to work. The complainant alleged that his wife then took a stick out of a vehicle and told him to tell his girlfriend to come out of the car so she could beat her with the stick. He further claimed that Ramos- Osorio then went to the rear of the church member’s vehicle and released the air out of the back tire. However, she calmed down when she saw a man exit the vehicle. Police officers showed up shortly after. The man also told officers that prior to the disturbance at his office his wife had also grabbed his chain from his neck, causing it to burst. Ramos- Osorio was transported to the police station where she declined to provide a statement.
At her advisement hearing on Friday, attorney Amelia Joseph stated that Ramos- Osorio only had $250. She further noted that the defendant cares for two children who live with her. At the conclusion of the bearing the judge set bail at $15,000, noting that Ramos- Osorio would be allowed to post $250 cash and sign an unsecured bond for the remainder. She has been ordered to remain at least 1000 feet from any alleged victims in the matter.
