ST. CROIX — A man and a woman have been arrested in connection with an alleged armed robbery that took place at the Water and Power Authority’s (WAPA) power plant in Estate Richmond earlier this year. In its original press release on the matter, the V.I. Police Department said one of the suspects was an employee at WAPA at the time of the incident. However, the VIPD later issued a correction, removing any reference to WAPA employment. WAPA also reached out to the Consortium, stating that the woman was employed by a security company contracted by the authority.
According to the VIPD, the robbery occurred on February 10, 2025, at approximately 5:08 p.m. That afternoon, the 911 Emergency Call Center received a report of a firearm being brandished at the Richmond WAPA facility. Officers responded and made contact with the victim, who was on duty at the plant. The victim told police he had been robbed at gunpoint by a male suspect, with the aid of a female accomplice.
Detectives with the Criminal Investigation Bureau (CIB) were called in to investigate, and following several months of work, the investigation led to the issuance of search and arrest warrants by the Superior Court on June 25.
On July 1, members of the CIB and the Special Operations Bureau executed the warrants at the residence of the female suspect. During the search, officers recovered a firearm, an extended magazine, a holster, and ammunition.
Two individuals were arrested: 32-year-old Omani Abraham and 35-year-old Cristine Caines. Both were advised of their Miranda Rights.
Abraham has been charged with first-degree robbery, first-degree assault, and unlawful possession of firearms, with bail set at $75,000. He also faces an additional charge of unauthorized possession of a firearm, for which bail was set at $50,000.
Caines has been charged with first-degree robbery. Her bail was set at $75,000.

Both suspects were booked, unable to post bail, and transported to the John A. Bell Golden Grove Adult Correctional Facility. They remain in custody pending their Advice of Rights hearing, scheduled for Wednesday, July 2.
