VIPD Disrupts Illegal Firearm Activity in Lovenlund Apartments, Two Suspects Arrested

ST. THOMAS — A joint operation by the V.I. Police Department's Criminal Intelligence Unit, Criminal Investigation Bureau, and the Special Operations Bureau led to the arrest of two individuals in connection with separate but related crimes in the Lovenlund Apartments area.

On April 5, 2023, at approximately 11:43 p.m., law enforcement launched an investigation after the VIPD's ShotSpotter system reported multiple gunshots in the Altona and Welgunst vicinity. During the investigation, 22-year-old Jeavon Francis was identified as a person of interest in connection to the shots fired. A wanted poster was circulated throughout various media outlets Mr. Francis. On April 25, authorities executed a search warrant in the area of Building 16 in the Lovenlund Apartments, where they made contact with Francis and placed him under arrest. He was remanded to the Bureau of Corrections after being unable to post $50,000 bail.

In a separate incident on April 25 at approximately 6:25 p.m., the same law enforcement units executed a search warrant at Building 16 of the Lovenlund Apartments. The search led to the discovery of several illegal items, including firearms, ammunition, and an unspecified amount of marijuana and paraphernalia. The suspect, 28-year-old Carlos Colon Jr., was found in a vehicle near Building 16 and taken into custody. He was transported to the Richard Callwood Command and booked. Unable to post the $50,000 bail, he was turned over to the Bureau of Corrections pending his advice of rights hearing.al

St. Thomas-St. John Police Chief Steven Philip said the VIPD is putting pressure on the criminal element in the district. "We will do our best to ensure the safety for all residents," he said.
