Victim Rescued By Officer on Patrol After Being Kidnapped at Gunpoint, Bound and Assaulted; Police Arrest Suspect

ST. THOMAS — A man who could have lost his life to possible gun violence was saved on Monday by an officer on patrol, police spokesman Toby Derima has made known.

The victim was kidnapped at gunpoint and was bound and beaten by suspect Troy A. Harrigan of Estate Tutu, who was charged by police with false imprisonment and kidnapping.

Following the rescue, the victim was transported to Schneider Regional Medical Center for treatment of injuries he sustained during the incident, Mr. Derima said.

Harrigan was unable to post bail of $100,000, and he was remanded to the Bureau of Corrections pending his advisement hearing. 

St. Thomas/St. John Chief of Police Steven Phillip commended the officer who saved the victim’s life. Chief Phillip also encouraged anyone with information about this incident to say something to detectives by calling 911, the Criminal Investigation Bureau at (340) 774-2211 extension 5608, or Crime Stoppers USVI at 1 (800) 222-8477.
