ST. CROIX — The V.I. Department of Justice has identified eleven individuals charged or sought in connection with an alleged Medicaid and Supplemental Nutrition Assistance Program fraud scheme following a 20-month investigation into the misuse of public assistance systems.
According to the DOJ, the investigation resulted in arrests of Department of Human Services employees, family members, and associates. Prosecutors allege the group manipulated eligibility systems to unlawfully approve benefits, resulting in an estimated $309,099.44 loss to taxpayers. All charges are allegations, and the case remains ongoing.
Below are the individuals named by the Department of Justice, along with their alleged roles or connections in the case:
Doenyka Lewis — Employee of the Department of Human Services Medicaid Program (MAP), charged in connection with the alleged manipulation of Medicaid eligibility records.
Shanoya Hendrickson — DHS Medicaid Program employee, charged in the case.
Karen Blyden — Mother of Shanoya Hendrickson, charged as a family member connected to the alleged scheme.
Clarissa L. Nunez — Employee of the Supplemental Nutrition Assistance Program (SNAP), charged in the case.
Carmen Nunez — Mother of Clarissa Nunez, charged as a family member connected to the alleged scheme.
Shantenysha Victor — DHS Medicaid Program employee, charged in connection with the alleged fraud.
Akim Noel Davis — Husband of Shantenysha Victor; identified by the DOJ as wanted in connection with the case and not yet located.
Kenera Sheneal Frederick — DHS Medicaid Program employee, charged in the case.
Sharon Olivia Henry — Mother of Kenera Frederick, charged as a family member connected to the alleged scheme.
Lisaminelli Montanez — Employee of the SNAP program, charged in the case.
Shane Gaston — Partner of Lisaminelli Montanez, charged as an associate in the alleged scheme.
The DOJ said the investigation remains active and that additional court proceedings are expected as the case moves forward.
