St. Croix Man Extradited From Texas, Convicted in 2007 Fraud and Forged Property Deed Case

Kenneth L. Springer, 50, pleaded guilty to defrauding two women of more than $7,400 and filing a forged deed for property in Solitude. He was sentenced to 5yrs' probation, must return the property, repay victims, and complete 100 hrs of community service.

ST. CROIX — After years on the run, Kenneth L. Springer of Catherine’s Rest has been extradited to the Virgin Islands and convicted on charges dating back nearly two decades. On Friday, Attorney General Gordon C. Rhea announced that Springer, 50, was sentenced in Superior Court to five years of probation on three counts of obtaining money by false pretense.

Springer had posed as a contractor in 2007, unlawfully obtaining money from multiple individuals. Between March and July of that year, he defrauded two women of $4,150 and $3,330. He also filed a forged deed granting title to himself for property located at Plot 107C Solitude.

The case was initially filed in 2010, but Springer absconded before proceedings could move forward. In January 2023, the Superior Court issued a warrant after his failure to appear. He was later apprehended in Texas and extradited to St. Croix in August 2025, where he remained in custody until entering his guilty plea and receiving judgment.

As part of his sentence, Springer is required to file a deed transferring the Solitude property back to its rightful owner and provide proof that no liens, encumbrances, or mortgages exist. He must also fully repay the two defrauded victims and complete one hundred hours of community service before he is allowed to return to Texas.

Attorney General Rhea commended the persistence of those who pursued the case over 15 years. He recognized the work of prosecutor Patricia Lynn Pryor, Acting Deputy Attorney General and Director of the White-Collar Crime Division, as well as Assistant Director Gisselle Quinones of the Special Investigations Division. Rhea also thanked members of the Virgin Islands Police Department’s Economic Crimes Unit and other officers who investigated the case.
