Operation Round Up: VIPD's Major Crackdown Leads to Multiple Arrests on St. Croix

The VIPD's targeted operation results in the capture of six individuals on charges ranging from assault to grand larceny, marking a significant step in combating local criminal activities

ST. CROIX — The V.I. Police Department announced Sunday night the successful execution of "Operation Round Up Step By Step", conducted by the Criminal Investigation Bureau and Special Operations Bureau on St. Croix.

The effort, aimed at tackling criminal activity on St. Croix, led to the arrest of six individuals on various charges. According to the VIPD, the apprehended suspects were involved in offenses ranging from assault to unauthorized vehicle use and attempted murder.

The first arrestee, 55-year-old Franklin Xavier, was charged with second-degree assault. Xavier was arrested for pepper spraying an adult male in the face. His bail was set at $10,000.

Angel Torres Sr., 54, faced charges for recklessly discharging a firearm during a dispute, damaging his neighbor's property on Nov. 1, 2022. The neighbor returned fire at Torres, whose bail was set at $10,000.

Angel Rosa, 20, already in custody, was charged with unauthorized use of a vehicle and grand larceny related to a vehicle theft incident.

The VIPD investigation revealed that Rosa stole a Ford Ranger truck and a flat-bed trailer on April 12, 2023. His bail was set in the amount of 25,000.00.

Donna Emmanuel, 34, was arrested for assaulting a couple. Emmanuel pepper sprayed a man and woman while they were in the parking lot in the Sunny Isle Annex, according to the VIPD. Her bail was set in the amount of 10,000.

Dixon Martin, 18, faced charges for unauthorized use of a vehicle. Martin was identified as the driver of a Jeep Cherokee that was reported stolen from the Government Parking Lot on April 15, 2023.

The last suspect, 33-year-old Asha Felix, was arrested for multiple charges, including attempted murder, narcotics possession, and unauthorized possession of a firearm during a violent crime.

According to the VIPD, on August 29, 2023, an adult male reported that he was shot. Investigation unveiled that Asha Felix shot the victim unprovoked by the Water Gut Shanty. Felix’s bail was set at $750,000.

Additionally, upon executing the warrant, Felix was found to be in possession of crack cocaine and subsequently charged with that offense, the VIPD said. 

Unable to post bail, Felix was remanded to the John Bell Correctional Facility pending his Advice of Rights Hearing.
