ST. CROIX — V.I. Police Department officers on Thursday arrested a married couple on charges of child neglect, child abuse, first-degree aggravated rape and first-degree unlawful sexual contact.
According to V.I.P.D. Public Information Officer Toby Derima, the Husband, Francisco J. Carmona, 34, was charged with first-degree aggravated rape, first-degree unlawful sexual contact and child abuse, while the wife, Joanne Ruiz-Carmona, 38, was charged with child abuse and child neglect.
Mr. Derima said detectives received a complaint in July of 2019 that a sexual assault occurred, and that several female minors were being abused. An investigation was conducted that lead to a warrant being obtained for the arrest of Mr. Carmona and Mrs. Ruiz-Carmona.
Bail for the husband was set at $150,000, while bail for the wife was set at $15,000. They both were remanded to the Golden Grove Detention Facility pending their advisement hearing.
