ST. CROIX — A healthcare outreach specialist who was supposed to be soliciting donations for his employer was arrested along with an accomplice Wednesday for allegedly breaking and entering a home on the East End of St. Croix and stealing a number of items, according to a police report.
According to the V.I.P.D., Jhostin Ramos, 27, was arrested on Wednesday at 12:30 p.m. and was charged with third-degree burglary after breaking and entering a home in Cotton Valley and stealing household items.
Ramos's alleged accomplice, Jayvon Frederick, 27, was also arrested for breaking and entering a home and stealing household items. Frederick was charged with third-degree assault and possession of an unlicensed firearm as he was in possession of a gun during the arrest, according to the police report.
Police Commander Lieutenant Naomi Joseph spoke about the incident during a V.I.P.D. press conference Friday. "The Patrol Division out of the Christiansted area from the Marshall Command and the K-9 Unit were able to converge on the area, stopped the vehicle and identified the two individuals who were inside the vehicle because the homeowner had cameras and was able to see who was in his house taking his stuff," she said. "And we had pictures to match the individuals and so they were arrested and advised [of their rights] this morning."
She added, "They were arrested, they work for Frederiksted Healthcare as outreach workers; their job is to go and collect donations from the community to help those less fortunate individuals, and I guess they took the opportunity to go to a home... Our understanding is that they work outreach; they were driving a Frederiksted Healthcare van and utilized that to commit the crime." The police report stated that only one of the two individuals was employed and worked as an outreach specialist.
Attempts to reach Frederiksted Healthcare via phone were unsuccessful, and an email sent to the nonprofit seeking comment was not returned at time of publication.
Commander Joseph said the suspects would most likely be released pending trial, an outcome she said is out of the control of the V.I.P.D. "Our job stops at the arrest," she said. "After the arrest it becomes the job of the court and the justice system to takeover."
The Zoom link and probable cause fact sheets of the two individuals from the St. Croix Superior Court were not provided to the media on Friday, and as of Friday evening the probable cause fact sheet of Ramos that was posted on the Superior Court's website was inaccessible. A probable cause fact sheet for Frederick was not visible as of Friday evening.
