UPDATE: The VIPD has confirmed that Akim Noel Davis, wanted in connection with the V.I. Dept. of Justice's sweeping Medicaid fraud investigation, turned himself in Wednesday night.

ORIGINAL STORY: ST. CROIX — Virgin Islands authorities are searching for a St. Croix man who remains at large in connection with an alleged Medicaid fraud scheme that has resulted in multiple arrests of Department of Human Services employees and their associates.

The Virgin Islands Police Department has issued a wanted bulletin for Akim Noel Davis, 35, who is sought on charges related to Medicaid fraud. Davis has not yet been located following arrests announced Wednesday by the Virgin Islands Department of Justice.

According to the DOJ, Davis is the husband of Shantenysha Victor, a Medicaid Program employee who has been arrested and charged as part of a broader investigation into alleged fraud involving the Medicaid and Supplemental Nutrition Assistance Program.

The DOJ said the investigation uncovered what investigators described as intentional misuse of government computer systems to alter or override eligibility safeguards, resulting in the unlawful disbursement of Medicaid funds. Authorities said the investigation spans approximately 20 months and has led to charges against multiple DHS employees, family members, and associates.

Police described Davis as a Black male, 35 years old, born on November 15, 1990, and a native of St. Croix. He is listed as standing 5 feet 4 inches tall and weighing approximately 186 pounds, with black hair and brown eyes. His occupation is listed as a construction worker, and he is known to frequent the Estate Profit area.

The VIPD Criminal Investigation Bureau issued the wanted notice on January 28, 2026, identifying Davis as wanted for Medicaid fraud. Authorities are urging anyone who encounters Davis or knows his whereabouts to contact law enforcement immediately.

Police advised that if Davis is located, the public should call 911 or contact DOJ Special Agent Lisa Herbert at 340-473-0218. Tips may also be provided anonymously through Crime Stoppers at 1-800-222-TIPS (8477).

Authorities emphasized that the investigation remains active and that additional enforcement actions may follow as the case proceeds.
