ST. THOMAS — The territory's homicide count is already up to three in 2020, as the Virgin Islands Police Department continues to struggle to get crime under control.

Emergency Medical Technicians arrived on the scene and pronounced the victim dead. He was identified as Ferdinand N. Marshall. Police did not reveal his age.

Officers worked long into the night to locate the perpetrator but were unsuccessful, Mr. Derima said. This case is presently under investigation by the Major Crime Unit.
