The V.I.P.D. has not provided the mugshot of Kennedy Pascal.
ST. THOMAS — A man appeared before a V.I. Superior Court judge on Friday to face multiple charges after police say he fired shots at another man.
Kennedy Pascal was recently arrested and charged with first-degree assault, third-degree assault, possession of a firearm during a crime of violence, illegal discharge of a firearm, first-degree reckless endangerment, possession of ammunition, illegal possession of a firearm, brandishing and exhibiting a firearm, disturbance of the peace and simple assault.
According to the probable cause fact sheet, on October 19, 2022, the victim reported to police that about 1:45 p.m. that day, he got a ride from Cassi Hill to go to his residence near Mandahl. He said he was dropped off at the intersection of Mandahl and Hometown, and when he exited the vehicle he saw Pascal at a residence nearby. The man asked the driver of the vehicle if he could have a ride further up the street to avoid any incident with Pascal. The driver agreed to take him closer to his home. The victim stated that he exited the vehicle near Wintberg and while walking down the road, he heard a vehicle behind him and realized it was Pascal. Pascal asked the victim, “what’s going on my boy?”, to which the victim responded, “I already have a report filed against you, take it easy on me boy.” The victim said that Pascal sucked his teeth, exited his vehicle and began firing gunshots at him.
According to court documents, the victim then ran away and immediately went to the police station. He gave police a detailed description of Pascal along with his Facebook page and pictures. He then showed police where the incident took place. Spent casings were recovered by police. The man told police that he lives in constant fear of Pascal as he knows where he lives, and he believes that Pascal would attempt to kill him at his house.
Earlier in December, the victim reported to police that someone wearing a mask came to his porch and attempted to enter his residence but was unsuccessful.
Pascal was eventually located, placed in handcuffs and transported to the Criminal Investigations Bureau.
While Pascal refused to give police a statement, he did say that there was a gun in his vehicle for his protection. Upon inspection of the vehicle, police found a Smith and Wesson SD 40cal handgun with a 13 round, fully loaded magazine, in the vehicle’s center console. It was also revealed that Pascal has no license to own or carry a firearm in the U.S. Virgin Islands, and he was placed under arrest.
In court on Friday, a judge ruled that Pascal would be released if he is able to post 10 percent of his $100,000 bail amount, with the remainder to be posted as an unsecured bond.
Pascal must also provide the court with a suitable third-party custodian that is fully vetted and approved before he can be released. If Pascal meets all the requirements, he will be barred from leaving the St. Thomas- St. John District without the court’s written permission and must report to the Office of Probation twice every week. He was also ordered to stay at least 100 ft away from the victim at all times and have no contact, directly or indirectly with him, or any witnesses.
