ST. CROIX — A husband and wife accused of sexually abusing a young child were arrested over the weekend as they attempted to leave the territory, ending a months-long investigation that began after a report of sexual assault at a St. Croix school.
According to the V.I. Police Department, the case originated on January 30, 2024, when personnel at Juanita Gardine School notified the School Security Bureau of a suspected sexual assault involving a minor. Detectives from the Criminal Investigation Bureau (CIB) launched an immediate investigation, identifying Elliot and Omayra Navarro, a married couple, as the suspects.
Investigators determined that the Navarros had allegedly sexually abused a seven-year-old minor at their home. The findings were forwarded to the Office of the Attorney General, which subsequently filed the case and sought arrest warrants for both suspects.
On September 26, 2025, a Superior Court magistrate judge signed the warrants, charging the couple with first-degree aggravated, first-degree assault, unlawful sexual contact, and child abuse. Bail for each was set at $150,000, according to the court order.
Nearly a month later, on October 26, 54-year-old Elliot Navarro and 41-year-old Omayra Navarro were detained by authorities at the Henry E. Rohlsen Airport as they attempted to leave the Virgin Islands. The pair were transported to the VIPD's building in Mars Hill, where CIB detectives formally placed them under arrest and booked them.
Unable to post bail, both were transferred to the John A. Bell Correctional Facility, where they remain in custody pending their Advice of Rights hearing.
The VIPD said its investigators continue to coordinate with prosecutors as the case moves through the judicial process.
