ST. THOMAS — A 27-year-old man has been arrested in St. Thomas for his involvement in a series of fraudulent credit card transactions, according to a press release from the V.I. Police Department.

Xavier Calvin Graham-Lutchman faces multiple charges, including grand larceny and fraud, following an investigation by the Economic Crime Unit into a complaint filed by local retailer Cost U Less.

The investigation, which began on July 30, 2024, revealed that Graham-Lutchman used six different stolen credit card numbers to make nine separate transactions, totaling over $8,000. The purchases included high-end alcohol, Apple iPad Minis, and PlayStation 5 consoles. The credit card numbers used in these transactions were traced back to individuals residing in Massachusetts and Pennsylvania. At least two cardholders confirmed that Graham-Lutchman was not authorized to use their cards, and all nine transactions were charged back by the issuing bank due to fraud.

On September 23, 2024, Graham-Lutchman was apprehended by investigators from the Economic Crime Unit, with assistance from the V.I. Port Authority Law Enforcement Officers at Lindberg Bay Beach near the Emerald Beach Hotel Beach Bar. He was arrested and charged with eight counts of grand larceny, nine counts of receipt of money, goods, and services obtained by fraudulent use of credit cards, one count of petit larceny, and nine counts of theft-obtaining credit cards through fraudulent means.

Following his arrest, Graham-Lutchman was transported to Richard Callwood Command for processing. He was unable to post the $20,000 bail and has since been turned over to the Bureau of Corrections, where he awaits his Advise of Rights hearing.
