ST. THOMAS — Four St. Thomas residents were advised of their rights for weapons charges on Friday before Judge Carolyn Hermon-Percell while in the custody of the Bureau of Corrections.
They were charged with constructive possession of an unlicensed firearm, constructive possession of illegal ammunition, constructive possession of a firearm with an obliterated serial number, and constructive possession of a machine gun.
According to the probable cause fact sheet, the suspects — Raekoi J. Evans, age 21 of Hospital Ground, Evonte A. Rey, age 18 of Paul M. Pearson Gardens, Kevon V. Barclette, age 20 of Paul M. Pearson Gardens, and T’Keyjah G. Austrie, age 20 years old of Oswald Harris Court — were arrested on Wednesday during a traffic stop. According to sworn testimony by Officer Joel Browne Conners at the hearing, the aforementioned were in a green Chevy Malibu on Gasverks Gade when stopped for having heavily tinted side and rear windows, thus making it difficult for officers to see inside. Officer Conners’ also said that officers had continuous eyes on this vehicle since three individuals matching the description of the individuals involved in the alleged vehicle robbery earlier that morning entered the Malibu — one attired in a red top and two individuals in white tops, the fact sheet said.
A search of the vehicle revealed a black Glock 19 x 9mm along with a thirty-one round fully loaded extended magazine. The firearm had a fully loaded 15-round magazine classifying it as a machine gun in the territory, according to the fact sheet.

At the advisement hearing, a proposed bail of $30,000 by the prosecution was reduced to an unsecured bond of $25,000 for all four suspects provided that they meet the following conditions prior to release:
- Have a court-vetted third-party custodian
- Surrender all travel documents (valid or expired)
Since Rey — who is still in high school— did not have any supporters attend the hearing on Friday, his release conditions were ordered by Judge Hermon-Percell, but he could not be released from BOC custody until a third-party custodian is vetted by the court.
All other suspects had family members present who were approved by the court as their third-party custodians.
Upon release, all four suspects must uphold a 6:00 p.m. to 6:00 a.m curfew, not possess any firearms, not use alcohol or possess controlled substances, report to the Office of Probation as ordered, and follow all laws of the territory. Judge Hermon-Percell also stated that their attorneys should counsel all co-defendants not to communicate with each other.
