ST. CROIX — A 21-year-old St. Croix man has pleaded guilty in federal court to possession of marijuana with intent to distribute, the United States Attorney’s Office for the District of the Virgin Islands announced Tuesday.
According to the release, Tristin Carr entered his guilty plea before Magistrate Judge Emile A. Henderson III on February 13. A federal judge will determine Carr’s sentence after considering the U.S. Sentencing Guidelines and other statutory factors.
The charges stem from an October 9, 2025 inspection at Henry Rohlsen Airport. Court documents state that at approximately 1:30 p.m. on that date, Customs and Border Protection officers conducted an inspection of American Airlines flight 2211 traveling from Miami, Florida to St. Croix.
During the routine inspection process, all checked baggage from the flight was X-rayed for anomalies. CBP officers detected irregularities in checked bags bearing baggage tags with Carr’s name. The tags showed that the bags were checked at Tampa International Airport and were destined for Henry Rohlsen Airport on St. Croix, with a connection through Miami.
CBP officers placed the luggage on the carousel and monitored to determine who would retrieve it. According to court records, Carr retrieved the bags and was then escorted by CBP into a secondary inspection area.
A physical search of the luggage uncovered bundles containing a green leafy substance wrapped in vacuum-sealed bags. The substance tested positive for marijuana, with a total weight of approximately 6.14 kilograms.
Court documents state that Carr agreed the quantity of marijuana was inconsistent with personal use and indicative of an intent to distribute.
The investigation was conducted by Homeland Security Investigations and Customs and Border Protection. Assistant United States Attorney Rhonda Williams-Henry is prosecuting the case.
Sentencing will be determined at a later date by a federal judge, who will consider applicable guidelines and statutory factor.
