The Virgin Islands Port Authority will be accepting sealed proposals for the furnishing of all labor, material, services and equipment for the construction of the Storm Panel Structural Repair Project at the Anne E. Abramson Marine Facility, St. Croix, U.S. Virgin Islands.
The proposals will be accepted at VIPA's Division of Purchasing, Henry E. Rohlsen Airport Terminal, 2nd Floor, St. Croix until 2:00 P.M. Thursday, August 12, 2021. Bids will be publicly opened and read aloud immediately following.
A non-mandatory pre-bid meeting will be held on Monday, July 12, 2021 at 10:00 a.m. at the Conference Room located on the 2nd Floor of the Henry E. Rohlsen Airport. The pre-bid meeting will be followed by a site visit to the Anne E. Abramson Marine Facility.
Bidders are invited to submit proposals on the Proposal Forms provided.
The complete invitation to bid including specifications, drawings, and proposal forms may be obtained on electronic media costing ($50 each) by bona fide bidders from the office of purchasing at the Henry E. Rohslen Airport, St. Croix, USVI (340) 778-2830. The bidders shall pay make payment to the Cashier’s office located on the 2nd floor of the Henry E. Rohlsen Airport Terminal.
The EEO and DBE requirements of the Virgin Islands Port Authority shall apply to this project. The bids shall be based on wage rates at least as high as the minimum rates established by U.S. Department of Labor, which are incorporated in the Bid Documents.
The Contractor agrees to use local personnel for the categories of journeymen, mechanics, laborers, apprentices or trainees and local products to the maximum extent possible, whenever such policy does not increase the cost to the Authority. The Contractor agrees to follow the resident employee requirements as described in Act No. 5174, Bill No. 16-0218 of the Virgin Islands Code.
All Proposals must be submitted as set forth in Section 00120 “Bid Requirements and Conditions.” No Proposal may be withdrawn after the scheduled closing time for receipt of Proposal for a period of ninety (90) days.
The Authority reserves the right to waive any informalities in or reject any and all Proposal, or to re-advertise for Proposals.
The Contractor shall be fully insured as set forth in Section 00720 “Conditions of the Contract.”
The Contractor must be qualified and licensed in the area or state in which he/she has their main place of business in order to place a bid or to be awarded a contract for this project. The same condition applies to sub-contractors. Prior to the execution of the contract, the Contractor and sub-contractors must be licensed to conduct business in the U.S. Virgin Islands.
