The NAIC, known for establishing insurance standards, is a leading organization in the regulatory oversight of the insurance industry.

Roach, who also serves as the commissioner of Insurance for the U.S. Virgin Islands, is a member of the NAIC Southeast (SE) Zone. This zone comprises 12 states and two U.S. territories, Puerto Rico and the U.S. Virgin Islands.

NAIC meetings and conferences, which occur primarily in the Spring, Summer, and Fall, are significant platforms for discussing state affairs, gaining updates on federal policies, and participating in regulatory planning sessions. Roach's involvement in these meetings is entirely financed by the NAIC, reflecting the importance of his role within the organization.

Francis, Jr. will take up the responsibilities of Lieutenant Governor as prescribed by the Revised Organic Act of the Virgin Islands.
