Virgin Islands Leaders Pay Tribute to Milton 'Bull' Frett's Legacy of Service

Governor Bryan and Senators Honor Former Senator and Police Commissioner; Celebrate His Lifelong Commitment to Community Safety and Public Service

Local officials in the Virgin Islands are paying their respects following the passing of former Senator and Police Commissioner Milton "Bull" Frett, a man remembered for his lifelong commitment to public service and community safety.

Governor Albert Bryan Jr., alongside several senators, has expressed deep condolences to Frett’s family, friends, and the broader Virgin Islands community.

Governor Bryan described Frett as a force in the community, highlighting his multifaceted career as a two-term senator, businessman, and a leader in law enforcement. "To my family and me, ‘Bull’ was more than a public servant—he was a force," said Governor Bryan. "He was also a close friend of my father, and his passing hits home for me personally."

Frett's long career in public service, particularly his time as police commissioner, earned him respect and admiration. "Milton dedicated his life to keeping our community safe. He knew what it meant to protect and serve, and he did so with courage and conviction," Governor Bryan added. Reflecting on the legacy Frett leaves behind, the governor remarked, "Bull’s legacy isn’t just about the positions he held—it’s about the lives he changed and the example he set for all of us. He was a man of vision, heart, and strength."

Senator Carla Joseph also paid tribute to Frett, recognizing not just his public service, but his presence in the community of Savan and his skill in the kitchen. "On behalf of my family and staff, I offer sincere condolences to the family and friends of the Honorable Milton A. Frett," she said. "The Honorable Milton A. Frett's life and legacy have enriched us all, and we join the Savan Community, members of the Virgin Islands Police Department, his family, and friends in fondly remembering him." Joseph also recalled Frett's exceptional culinary skills, noting, "His ability to command the kitchen and delight everyone with his local cuisine was a testament to his diverse talents."

Governor Bryan and Senator Joseph are not alone in their reflections. Senate President Novelle Francis also offered his deepest condolences while highlighting Frett's accomplishments as police commissioner.

“Mr. Frett will be remembered not only for his service in the Fourteenth and Fifteenth Legislatures, but also for his decades of public service in law enforcement,” Mr. Francis stated. “Milton Frett was a transformational leader of the Virgin Islands Police Department. Through his initiative, new policies, rules and regulations were established. He also created new divisions in the Department to best meet and serve the needs of the community.”

He added, Whether you knew him from his time as a senator, police commissioner or business owner, Milton “Bull” Frett will be remembered for his love of our community and legacy of service to the people of the Virgin Islands,” Francis concluded. “May he rest in peace.”
