The V.I. Parole Board announced Friday that it will convene on June 5 to hear testimony from victims, family members of victims, or other interested persons for and against the application for parole by inmates incarcerated at various penal institutions.
The board has released a list of detainees and their offenses:
Wallens Ridge State Prison, Keen Mountain Correctional Facility, and Red Onion State Prison, Virginia - June 5, 2023:
- Khaeil Thompson: First Degree Assault, Unauthorized Possession of a Firearm, First Degree Unlawful Sexual Contact
- Mekel Blash: Second Degree Murder
Tallahatchie County Facility, Mississippi - June 7, 2023:
- Kenson Barley: First Degree Unlawful Sexual Contact
- Mar'quise Rivera: Failure to Register/Declare/Describe Firearm
- Christopher Sylvester: Unauthorized Possession of a Firearm
- Jahzeel Fenton: First Degree Assault/Domestic Violence
- Callistus Etienne: Unauthorized Possession of a Firearm
Citrus County Detention Facility, Florida - June 9, 2023:
- Jaydee Brathwaite: First Degree Assault with Intent to Commit Rape
- Adaryll Gumbs: First Degree Robbery
John A. Bell Correctional Facility - June 12, 2023:
- Shekil Berthier: Third Degree Assault
- Darin Franklin: Third Degree Assault
- Winston Georges: Second Degree Aggravated Rape/Domestic Violence
- Lester Roberts: Attempted Murder First Degree, Voluntary Manslaughter
According to the parole board, those who wish to share testimony on behalf of or against any inmate must submit written comments to the board or inform the board of their desire to appear and testify by May 30. Written comments or requests to testify should be addressed to:

Eligibility for parole is determined by the terms of an inmate's sentence and the requirements of the V.I. parole statute, the board said. The appearance of an inmate's name on the list of those eligible for parole does not guarantee that parole will be granted or that a hearing will take place as scheduled.
The granting of parole is contingent upon the recommendation of the Director of the Bureau of Corrections and compliance with various conditions, including approval by the State Council of Interstate Compact for the Supervision of Adult Offenders when necessary. Compliance with these conditions may delay an inmate's release, and the agenda is subject to change.
