The territory’s Continuum of Care on Homelessness is moving closer to meeting federal requirements that could open the door to additional HUD funding, as members review a draft coordinated entry plan designed to create a clearer and more equitable path for unhoused residents seeking services.
On Friday, HUD-appointed technical assistance provider Ann McReady updated Continuum of Care members on progress toward implementing the Coordinated Entry System, a framework intended to ensure that people experiencing homelessness can access housing and related support through a consistent process across the territory.
Ms. McReady has been working with local officials since last fall on a draft coordinated entry policies and procedures document. The work experienced delays during last year’s government shutdown, but after several rounds of feedback, the draft is now ready for broader review.
Continuum of Care members are being asked to provide comments and suggested edits by the end of the month. A vote on the final version is expected in mid-June.
Ms. McReady emphasized that the process is not merely administrative. The coordinated entry framework is “not only important for guiding the work,” but also “important to get into compliance and be able to access all of the federal [funds]...available to you if this part of your program is stood up.”
A major component of the plan is a single point of access — a central intake and referral phone line for housing and homelessness services.
