BIR Announces 2025 Volunteer Taxpayer Assistance Program

BIR has reinstated its Volunteer Taxpayer Assistance Program, offering free tax filing support for simple returns across St. Thomas, St. Croix, and St. John. The program runs from February 22 to April 12, 2025, ahead of the April 15 tax deadline.

The V.I. Bureau of Internal Revenue has reinstated its Volunteer Taxpayer Assistance Program, providing free assistance to taxpayers filing their 2024 income tax returns. The program, conducted in collaboration with the University of the Virgin Islands accounting department, is designed to assist taxpayers with simple tax returns and will be available on all three islands.

Program Schedule and Locations

The Volunteer Taxpayer Assistance Program will begin on Saturday, February 22, 2025, and will run until April 12, 2025. Assistance will be provided on a first-come, first-served basis, with the tax filing deadline set for April 15, 2025.

  • St. Thomas: Assistance will be available at the BIR office at 6115 Estate Smith Bay, Red Hook, across from the Red Hook dock, from 9:00 a.m. to 1:00 p.m. There will be no assistance on March 15 and March 29, 2025.

  • St. Croix: Services will be provided at the BIR office at 4008 Estate Diamond, from 9:00 a.m. to 1:00 p.m.Taxpayer assistance will not be available on March 1 and March 15, 2025.

  • St. John: Taxpayer assistance will be available at the BIR office at Enighed Pond on Wednesdays, from 9:00 a.m. to 3:00 p.m.

Requirements for Taxpayers

Taxpayers seeking assistance must bring a valid photo ID and relevant tax documents, including W-2VIs, 1099Rs (Retirement Income), other 1099 forms (Interest and Other Income), and Form SSA (Social Security Income). Additionally, those claiming dependents should bring birth certificates and Social Security cards. The program will not provide assistance for Form 1040NR or any returns that include Schedule C (business income reporting).

Public Notice on Fees and Reporting Violations

BIR Director Joel Lee, CPA, reminds taxpayers that it is illegal for any Bureau employee to charge fees for tax return preparation. Any taxpayer who can provide proof of payment to a BIR employee for tax preparation services is encouraged to report the violation directly to Director Lee at (340) 773-1040.
