
The V.I. Department of Licensing and Consumer Affairs has issued a cease and desist order against Keon Rawlins, acting both in his personal capacity and as the operator of KER Engineering, for engaging in unauthorized land surveying activities within the territory.
According to DLCA, Mr. Rawlins is no longer authorized to practice land surveying in the U.S. Virgin Islands. This enforcement action comes after his professional license was officially revoked by the Virgin Islands Board of Architects, Engineers, and Land Surveyors following a formal hearing held on September 27, 2024.
Despite the board's decision and order, Mr. Rawlins has continued to unlawfully provide land surveying services, DLCA said. As a result, the department issued Cease and Desist Order No. AELS-2025-001, effective May 30, 2025, under the authority granted by Title 3, Chapter 16, Subsection 272(d) of the Virgin Islands Code.
The DLCA now demands that Mr. Rawlins immediately stop all land surveying activity. The agency emphasized the seriousness of violating the order, warning that continued operations in defiance of the directive could lead to intensified enforcement measures.
Pursuant to 27 V.I.C. §289, “Any person who continued operation in violation of this Order will result in escalated enforcement actions, including but not limited to additional fines, legal proceedings, revocation of eligibility for any future licensure, and criminal penalties, including imprisonment for up to one (1) year or both.”
In light of the ongoing issue, the DLCA is urging members of the public to exercise caution when selecting service providers in the land surveying field. Consumers are encouraged to verify the licensing status of any professional before securing their services.
