The Virgin Islands Water and Power Authority is experiencing a major electrical service interruption in the St. Thomas St. John District, after two generating units at the Randolph Harley Power Plant, seen above, tripped at approximately 7:45 am. Plant personnel are working to bring two other units on line to facilitate the restoration of service, WAPA said.
