The National Hurricane Center in a 2:00 a.m. forecast projected that a broad area of low pressure located a few hundred miles east of the Windward Islands will bring rain to the USVI and Puerto Rico on Thursday, and Hispaniola on Friday.

The weather system continues to produce a large area of disorganized showers and thunderstorms, mainly to the east of its center, N.H.C. said.

"Strong upper-level winds are expected to inhibit significant development while the system moves west-northwestward over the next couple of days," stated N.H.C. "Regardless of development, the system could produce locally heavy rainfall across portions of the central and northern Lesser Antilles today, the Virgin Islands and Puerto Rico on Thursday, and Hispaniola on Friday."

Formation chance for this system in the next 48 hours as well as the 5-day forecast remains low at 10 percent, N.H.C. said.
