Governor Albert Bryan on Thursday announced a proclamation granting administrative leave for non-essential government employees in the U.S. Virgin Islands during the 2023 St. Thomas Carnival, one of the largest festivals in the Caribbean region.
Celebrating its 71st anniversary, this year's Carnival theme is "Illuminating our Culture for the World to See." The event, which draws thousands of visitors, will feature a Carnival Village called "Pupa Kelly" in honor of Kelly Charleswell.
Governor Bryan has granted the following administrative leave periods for non-essential government employees:
- St. Thomas-St. John District only: Noon to 5 p.m. on Wednesday, April 26, for the Mr. & Mrs. Goldine & Emerson Knight Food Fair.
- St. Thomas-St. John District only: 8 a.m. to 5 p.m. on Thursday, April 27, for J'ouvert.
- Territory-wide: 8 a.m. to 5 p.m. on Friday, April 28, for the Children's Parade.
The administrative leave does not apply to essential employees, employees on regular or rotating shifts, or those on annual or sick leave immediately before or after the granted leave period. Essential employees and those with shifts during the leave periods will not be eligible for future leave substitutions.
