VIGL Operations, LLC announced this week that it has submitted the first phase of construction documents for the Randall “Doc” James Racetrack project to the Department of Planning and Natural Resources. The announcement comes after VIGL received major Coastal Zone Management (CZM) modification approval on July 24.
The project is set to include a one-mile Thoroughbred Racetrack, 3,000 grandstand seats, 180 VIP seats, bars, local food vendor stalls, live and simulcast pari-mutuel wagering, live music, a 200-slot machine casino, and a full-service restaurant.
“Given our recent CZM approval and DPNR filings we are one step closer to the redevelopment of the Randall ‘Doc’ James site,” said Jason Williams, general manager of racing operations for VIGL. Williams also emphasized the company’s commitment to working closely with government partners to secure the necessary licenses and permits to proceed with the construction.
The project holds significant cultural importance for St. Croix, known for its horse racing heritage. VIGL expressed gratitude to members of the Flamboyant Park Horsemen Association and the residents of St. Croix for their input and continued support.
Since the project's inception, VIGL Operations said it has invested over $1.1 million in racing-related improvements at the Randall "Doc" James Racetrack, including expanding the former seven-furlong track to its current one-mile circumference. Additionally, its Caravelle Casino has contributed $5.8 million in gaming taxes.
The company has also been a charitable partner in St. Croix, donating nearly $450,000 since 2015 to various organizations, including the St. Croix Foundation, St. Croix Boat Parade, and Taste of St. Croix.
VIGL's other contributions to the island include its Caravelle Hotel and Casino, which has been integral to the revitalization of downtown Christiansted. The establishment has significantly boosted foot traffic in the area, encouraging the opening of new restaurants and shops and enhancing the area for both residents and tourists.
Looking ahead, VIGL plans to hold a ground-breaking ceremony for the Randall “Doc” James Racetrack in the near future, marking another milestone in the island's development.
