Cannabis License Applications Open Across Territory; Sept. 15 Deadline Set

OCR has opened a new cannabis licensing cycle through Sept. 15, offering cultivation and manufacturing licenses across all three main islands, a dispensary license category on St. Croix, and territory-wide micro-cultivation and research licenses online.

Applications are now open for several cannabis license categories across the territory, with qualified individuals and businesses given until September 15, 2026, to submit their materials through the V.I. Office of Cannabis Regulation’s online licensing portal.

The available licenses differ by island. On St. Croix, applications are being accepted for cultivation, manufacturing and dispensary licenses.

Applicants on St. Thomas and St. John may seek cultivation and manufacturing licenses.

Micro-cultivation and research and development licenses are available territory-wide.

OCR said the application cycle provides qualified individuals and businesses with an opportunity to participate in the continued development of the Virgin Islands cannabis industry.

Applications must be filed online through the licensing portal available on OCR’s website at ocr.vi.gov.

Prospective applicants are being encouraged to review the requirements for the available license categories and complete their submissions before the September 15 deadline.
